Andy Wood; Service Lead – Growth, Development and Prosperity

Andy heads up the Growth, Development and Prosperity Service at East Devon.
This newly formed team combines a range of expertise including habitat mitigation,
infrastructure delivery and economic development.  With a strong partnership
working ethos and a focus on delivering key projects, the team works across the
District to secure clean and inclusive growth within the outstanding natural
environment.
Andy was present at the turf cutting ceremony for Cranbrook in 2011. He has
worked to support the delivery of this new community which now has a population of
around 4,500 people. Most recently this has included leading the implementation of
the Enterprise Zone designation which includes Cranbrook town centre. He is also a
governor of St Martin’s primary school in the town.
Prior to joining the Council Andy was Head of Infrastructure and Partnerships at the
South West Regional Development Agency, working across the region to realise key
economic development and regeneration objectives. In 2008 he was seconded to
the Government Office for the South West to help draft the Regional Spatial
Strategy. He has also worked for two other Local Authorities in the South West,
focusing on bringing forward major development proposals.

Frances Wadsley; Simplified Planning Project Manager

Frances Wadsley is a Simplified Planning Project Manager for the Exeter and East Devon Enterprise Zone.

With almost 20 years planning experience, Frances most recently worked at Taunton Deane Borough Council as a planning officer with the Major Projects Team.

Naomi Harnett; Programme Manager, Exeter and East Devon Enterprise Zone

Naomi is a charted planner and economic development professional.  She has extensive experience in the development of policies and strategies, funding bids and infrastructure delivery.

She has successfully managed the delivery of the Exeter & East Devon Enterprise Zone from inception to the delivery of an £8m delivery programme.
